CR Part 154 Comprehensive ELL Education Plan (CEEP)

2024-2025 CEEP Reporting Updates

For the 2024-2025 school year, all NYS school districts are required to submit a Comprehensive ELL Education Plan (CEEP).

The CEEP has undergone significant revisions, which include updated questions, enhanced assurance pages, and prompts to upload supporting evidence. Additionally, districts are provided with space to elaborate on their responses to ensure thorough and accurate submissions.

To assist districts in completing the revised CEEP, a detailed Submission Guide has been provided. We strongly encourage districts to review this guide carefully, as it offers valuable insights and instructions to inform responses.

Furthermore, we have included a customizable template for an English Language Learner (ELL) Identification Standard Operating Procedure (SOP) Checklist. This checklist can be tailored by each district and used in response to Question 2 - Initial Identification of the Assurances section, which pertains to the ELL Identification Processes.

Please note that the completed CEEP, along with all required documentation, must be submitted to the New app app Education Department (SED) no later than Friday, December 20, 2024.


Commissioners Regulation Part 154 Reporting Requirements

As in previous years, all NYS school districts are required under Part 154 of the Commissioner’s Regulations (CR Part 154), to develop a CR Part 154 Comprehensive ELL Education Plan (CEEP) to meet the educational needs of English Language Learners (ELLs) (CR Part 154-2[b]).

All districts must keep their completed CEEPs on file in the districts’ main office and make them available for review upon request by the New app app Education Department (app). app reserves the right to publish on its website the completed CR Part 154 CEEP. In addition, all school administrators must review the plan and keep a copy on file within the school building.

The CEEP is divided into multiple sections in which school districts must outline how they are addressing the needs of their ELLs and describe their strategic plan for providing grade-appropriate, linguistically and academically rigorous instruction that will allow ELLs to meet the Next Generation Learning Standards in alignment with the expectations set forth in the New app app Blueprint for English Language Learner/Multilingual Learner Success.When completing the CEEP it is recommended that districts familiarize themselves with the principles outlined in the Blueprint.

Information on How to Submit the CR Part 154 Comprehensive ELL Education Plan (CEEP):

When the CEEP becomes available,the district superintendent (or other CEO) will receive an email notification and it will automatically appear in the superintendent's list of surveys (inbox)after he or she has successfully logged into the SED Monitoring and Vendor Performance System. Other users must be added to the system as an "entitled user" by the superintendent or his or her proxy and must have log-in info/user permissions before following the below steps.

  1. Go to the . Click on the “Log In” button on the menu bar at the upper right
  2. Enter your username and password
  3. Click on “SED Monitoring and Vendor Performance System” under My Applications
  4. Select “ Office of Bilingual Education and World Languages and find the survey titled CEEP Update”
  5. Click on "view" to begin/continue to input information.
  6. Detailed instructions for completing the CEEP are available upon logging in to the portal and selecting the survey.

  • Note that only district superintendents and designated users with data entry permissions can complete the form and only superintendents have certify/submit privileges. Please contact the SEDDAS Help Desk at SEDDAS@nysed.gov to resolve any questions related to Business Portal/SED Monitoring user accounts, password resets, sharing data entry permissions, or the SEDDAS application and for general assistance with the Business Portal/SED Monitoring.
